Peking, December 17, 1908. THE withdrawal of Japanese troops, as to which I reported in my telegram No. 159 of the 5th October, will be begun to-morrow morning, when four companies are to sail for Japan.
The Japanese forces in North China will then consist of two companies at Tien-tsin and one at Peking.
